Proposed-Site Plan Regulations

ITEMS TO BE ADDED TO THE SITE PLAN REGULATIONS AS A NEW SECTION:

VI.M ADDITIONAL REQUIREMENTS FOR INDUSTRIAL, MANUFACTURING, OR SIMILAR USES

A.     General Requirements:

In addition to the rest of these Regulations, this Section applies to all industrial, manufacturing, or facilities or land uses that, in the opinion of the Planning Board, are similar in function.

 

B.     Electric Utility Impacts: The proposal shall not increase the loading on the electrical grid in a way that requires increased ratepayer fees or costs to the Town of Bradford to accommodate the development’s construction. To demonstrate this, the applicant shall provide a letter from the utility provider to the Planning Board indicating that the anticipated electrical demand is adequate. If any utility infrastructure expansion is required, all costs shall be borne by the applicant, not by the Town of Bradford or through an increase in monthly costs to average ratepayers.

 

C.     Air and Water Quality Standards: 1.     Shall recycle and reuse eighty percent (80%) of water used for industrial cooling processes; 2.     Large water users shall demonstrate, through the appropriate engineering analysis, that their proposed water usage will not adversely impair existing wells, public water supplies, wetlands, open water, or ground water resources; 3.     Shall not discharge waste product/smoke/emissions to the air in quantities that require State or Federal permitting; and, 4.     Shall not permit or allow the discharge of any water used for any industrial processes into any water body, wetland, stratified drift aquifer, or natural area.

 

D.     Façade Requirements:

The façade of buildings under the jurisdiction of this Article shall comply with the following requirements:

 

1.     Principal façades of a building must incorporate the following standards at horizontal linear intervals that may vary in frequency but must be no less frequent than every 150 horizontal linear feet or no less frequent than 3 times the average height of the building:

 

A change in one of the following design elements:

a.     Building material; b.     Pattern; c.      Texture; d.     Color; or e.     Accent materials.

 

E.     Mechanical Screening Requirements:

All mechanical equipment shall comply with the following standards:

1.     All mechanical equipment shall be placed on rooftops or screened from view from public streets or abutting residential uses; 2.     Screening materials shall include, but not be limited to landscaping, building angles, slopes or other materials or methods as may be acceptable to the Planning Board; 3.     Any mechanical equipment that may be placed on facades must also be screened with methods described above, or  with the following: a.     Mesh; b.     Lattice; c.      Cladding; or, d.     grillwork or a combination of these methods, or similar methods.

 

4.     ​​​​​​​​​​​Ground mounted mechanical equipment must be separated from adjacent property that has existing residential development; and, 5.     Ground mounted mechanical equipment must not be located in any required front yard.

 

F.      Building Entrance Standards:

The main entrance of buildings subject to this Article shall comply with the following:

1.     Entrance Feature Design. Main Entrance Features must either project or recess from the main building plane, and/or be differentiated from the remainder of the building façade by a change in building material; and 2.     Foundation Plantings or Enhanced Landscaping. Main Entrance Features must incorporate foundation plantings consisting of a mix of evergreen and deciduous shrubs, grasses, sedges, or rushes, and/or herbaceous perennials, ferns, or vines for a minimum of 50% of the length of the Façade. These foundation plantings are in addition to any required buffers and parking lot landscaping as may be required by these Regulations.

 

G.    Loading Bay Standards:

Loading bays are permitted to be located on only one façade.

 

H.    Buffer and Landscaping Standards: a.     A vegetative buffer of fifty (50) feet shall be maintained at each property line; b.     Landscaping shall be consistent with the standards of these Regulations and shall:                                                               i.     Be designed by a Landscape Architect licensed in New Hampshire;                                                              ii.     Break up the façades of the facility;                                                            iii.     Consist of plantings native to New Hampshire; and                                                            iv.     Shall include a mixture of planting types, including evergreen trees every ten (10) feet of each façade.

 

I.       Sound Proofing Standards:

No industrial or manufacturing land use shall produce, within 24 hours, a sustained, uninterrupted noise of 70 db(A) or greater for five or more uninterrupted hours at any property line. This requirement shall not be construed to prohibit activities normally associated with residential land uses, such as but not limited to vacuum cleaners, lawn mowing, tree and brush clearing, snow blowing, plowing, or automobile use.

 

Soundproofing shall be addressed as follows:

a.     A sound study shall be provided as the Site Plan Application process; b.     Acoustic barriers shall be employed to ensure the soundproofing standards of this Section; and, c.      Approved site plans that fail to adhere to this requirement are subject to revocation of site plan approval in accordance with NH RSA 676:4-a.

 

J.      Lighting Standards:

Lighting shall comply with the following:

a.     A lighting study shall be provided as part of the Site Plan application; b.     Exterior lighting shall be fully shielded, directed downward, and designed to prevent glare and unnecessary light pollution onto abutting properties; c.      All lighting shall be downcast and dark sky compliant; and, d.     There shall be no light pollution at any property line, as demonstrated in the lighting plan as zero lumens at each property line.

 

 

ADD THE FOLLOWING AS A NEW DEFINITION TO THE SITE PLAN REGULATIONS

 

Large Water User: Any land use that requires either an NHDES Water

Withdrawal Permit or will withdraw 20,000 gallons a day or more for industrial, manufacturing, or commercial uses.
