The Community Power Coalition of New Hampshire has a webpage for Bradford Community Power: https://www.communitypowernh.gov/bradford The page is the official page where Bradford residents can opt out or change their supply to a different renewable content.
The Community Power Committee was formed as a sub-committee of the Energy Committee in 2023 to bring lower cost electricity to the residents of Bradford. Sub-committee members are Jenny Locke Howley and Kathleen Bigford.
- Public hearings were held on Tuesday, December 12, and on Tuesday, January 9, 2023 at 6:00 pm at the Bradford Area Community Center, 134 East Main Street, Bradford to give residents an opportunity to learn about the Bradford Community Power Plan.
- Residents are invited to attend monthly meetings of the Bradford Energy Committee on the third Tuesday of the month.

Bradford: We can buy electricity as a community-wide group!
- A recent change in NH law lets towns like Bradford pool residential and small business electric users into a single group-buy account to bargain for the best possible electricity rates. That means we would have the group-buying power of hundreds of individual accounts to get the best prices from independent electricity producers throughout New England. And as individuals in the group we could choose one of several options from 100% renewable to mostly fossil fuel sources.
- By creating what is, in effect, a town-wide electricity buyers’ club, we can take control of our electricity purchases, getting better rates and more choice about the sources of our power.
- As a group, we would buy power from the vendors who give us the best choices and rates, but Eversource would continue to handle the distribution on their poles and wires.
What is Bradford Community Power?
- The Bradford Select Board appointed the Bradford Community Power committee to put together a plan spelling out how the group-buy would work. With input and ideas from Bradford residents the plan should be ready for a vote at Town Meeting in March 2024.
- Bradford has joined the Community Power Coalition of NH with other NH towns and cities which are exploring options and sharing ideas and information about bringing Community Power to their communities. Some towns in the coalition like Warner and New London have recently adopted their plans..
No Cost to the Town & Opt-out Anytime
- The Bradford Community Power Plan won’t affect the town’s budget or raise taxes. All the costs for administering the Plan would be included in the electricity rates.
- If the town votes to accept the plan at the March 2024 Town Meeting, all residents and small businesses would be included. To stay with Eversource or another source as your supplier, it will be easy to opt out of the Bradford Community Power Plan anytime.
Long-term Goals: More Renewable Energy & Control over Rates
- In the coming years we expect more volatility in default electric rates as fossil fuel costs rise and renewable energy (hydro, solar, and wind) become more competitive. More towns and cities across New England will probably be adopting community power plans, encouraging more producers of renewable energy to enter the market. And the leverage of long-term group-buy contracts would ensure Bradford residents get low costs and stable rates year after year.

The Planning Board meets on the fourth Tuesday at 7:00 PM at the Bradford Town Hall. The Board addresses applications, public hearings, and consultations as well as updating regulations, planning documents and files.
The Central New Hampshire Regional Planning Commission has continued to provide Circuit Rider planning services (for an appointment call 938-2253). The Circuit Rider also periodically attends Planning Board meetings to act as a consultant to the Board. The Circuit Rider service has continued to provide a valuable resource to the Board by providing resources to public questions at town hall, researching policy when the Board handles new situations and providing review of all major subdivisions.
All subdivision applications and site plans are sent out for professional review at the expense of the applicant. Any subdivision that includes an internal road or cistern is reviewed by a professional engineer. The Board coordinates with all Town departments throughout the applications process, seeking feedback from the Fire Department, Police Department, Road Agent, Conservation Commission, Selectmen, and Building Inspector.

The Board is comprised of five elected members and up to five alternates. Alternates are always needed. The ZBA is a good introduction to state and local land use regulations. State seminars are provided.

The Bradford Zoning Ordinance and New Hampshire statutes authorize the board to grant Special Exception, Variances, and hear appeals from Administrative Decisions. The need for an appeal is referenced by the Building Inspector during the building permit process. Information is available at the Town Hall.
Individuals are encouraged to attend a regularly scheduled meeting for informal discussion about the appeal process.
What is the Zoning Board of Adjustment
The Zoning Board of Adjustment (ZBA) considers the differences between properties which do not conform to the Zoning Ordinance since no ordinance can be equitably applied to every parcel of land.
The ZBA deals with three main types of appeals:
- Special Exception – certain sections of the Zoning Ordinance provide that a particular use of property in a particular zone will be permitted by special exception if the specified conditions are meet.
- Variance – a variance is use of property in a way not permitted in the Zoning Ordinance, denial of which would cause a special hardship because of unique properties of the property in question. There are five (5) conditions required by state law to be meet for a variance to be granted.
- Administrative Appeal – if you have been denied a building permit or are affected by some decision regarding the administration of the Bradford Zoning Ordinance, and you believe that the decision was made in error, you may appeal the decision to the ZBA.
State law and local regulations set out the proper procedures for preparing, submitting, reviewing and approving any applications required. Time periods are set for all procedures and must be followed in order to be legally binding. In some cases, a public hearing, with notification of abutters, must be held before a decision is made.
A preliminary discussion with the ZBA is advised to determine the appropriate appeal and clarify the application process.
